Amy Little, Head of Advocacy at Leonard Cheshire disability charity, has responded to Chancellor John Healey’s Budget earlier today.

“While today's Budget was framed as giving the nation ‘breathing space’, disabled people are still waiting for clarity on decisions that could have a significant impact on their lives. Until then, many will be left holding their breath.

“The Government confirmed that plans for welfare reform, informed by the Milburn and Timms reviews, will be set out by the end of the year. The Red Book rejects ‘crude cuts’. Instead, it promises a social security system that prioritises ‘not just cash payments but the support, care and opportunities that people need at all stages of their lives’. We now await detail on what that means in practice.

“The long-campaigned-for change to Carer's Allowance is a positive step. Wider social care reform remains on hold until the Casey Commission reports in 2027. Yet the Chancellor's speech continued to frame the National Care Service primarily around older people. Working-age disabled people who rely on social care must not be overlooked.

“The removal of gas standing charges offers welcome relief for some households. However, disabled people who need to use more energy to manage their conditions could face higher bills unless targeted support is provided.

“While today's Budget may offer breathing space for some, for many disabled people the uncertainty remains. The decisions still to come must deliver not only reassurance, but tangible improvements to disabled people's lives.”

Leonard Cheshire has worked directly with disabled people for more than 75 years to give them the freedom to live their lives the way they choose with the opportunity to fully take part in society.

Its staff provide social care services that support around 1,000 disabled people across the UK.
